February 20, 2024, Brazilforeign tradeThe Committees Executive Management Committee (GECEX) passed a significant resolution announcing provisional anti-dumping duties on non-surgical latex and PVC gloves from China, Malaysia, and Thailand for six months. This decision, based on Resolution No. 568 of 2024, aims to protect Brazils domestic industries from foreign product dumping.
Under this resolution, anti-dumping duties on Chinese non-surgical gloves range from $4.83 to $20.94 per thousand pieces, Malaysian gloves from $15.30 to $30.17 per thousand, and Thai gloves from $1.38 to $14.25 per thousand. These rates reflect varying dumping margins across countries. The affected products fall under Mercosur tariff codes 4015.12.00, 4015.19.00, and 3926.20.00.
Notably, these duties exclude surgical gloves, industrial gloves, or other types that do not meet Resolution No. 547 of October 26, 2023, by ANVISAs Collegiate Board or equivalent standards. Only latex or PVC gloves meeting specific medical, dental, or veterinary standards are subject to these duties.
This provisional measure stems from Notice No. 27 of 2023 issued by Brazils Ministry of Development, Industry, Trade, and Services on July 31, 2023. The notice followed an anti-dumping investigation petition filed by domestic firm Targa Medical S.A. on April 27, 2022, covering non-surgical latex or PVC gloves with the investigation period spanning all of 2022.
Subsequently, on February 9, 2024, the Brazilian Foreign Trade Secretariat issued Announcement No. 3 of 2024, making an affirmative preliminary anti-dumping ruling on the products involved, confirming the existence of dumping practices and resulting in harm to Brazils domestic industry. On this basis, Brazil decided to initiate a public interest assessment procedure and may extend the implementation period of anti-dumping measures for up to 8 months, until the end of 2024.
