Home?Trade Compliance? Japan Announces the New Substance Declaration Schedule of the Chemical Substances Control Law in 2024
To ensure the chemical industry stays informed and prepares relevant materials, Japans MHLW, METI, and MOE recently jointly announced the 2024 CSCL new substance notification schedule.
The main content is as follows:
Notification Scope:This schedule primarily covers pre-review documentation and submission for Low Volume Exemption (LVE, 1-10t/y) and Standard Notification (>10t/y). Small Volume Exemption (SVE, <1t/y) is excluded from this schedule. Window Period System:Japan continues using the window period system for new substance notifications, with ten annual windows. Notably, November and May wont have pre-review submission windows. Given strict time constraints, chemical enterprises should plan ahead to avoid unnecessary economic losses from extended notification cycles. Submission Deadline:All materials must be submitted by 16:00 Beijing Time (15:00 Japan Time) on the window periods final day. Late submissions will automatically defer to the next window period.
Chemical enterprises must closely monitor CSCL updates and prepare notifications in advance to ensure smooth compliance.
