To ensure that the biosafety and sanitary standards of imported French pig-derived protein feed comply with the requirements of Chinas laws and regulations, in accordance with the Biosafety Law of the Peoples Republic of China, the Law of the Peoples Republic of China on the Entry and Exit Animal and Plant Quarantine and its implementation regulations, theimport and exportMeasures for the Administration of Inspection and Quarantine Supervision of Feed and Feed Additives, and the Protocol between the General Administration of Customs of the Peoples Republic of China and the Ministry of Agriculture and Food Sovereignty of the French Republic on Quarantine and Sanitary Requirements for the Export of French Pig-Derived Protein Feed to China, the General Administration of Customs hereby issues the following quarantine and sanitary requirements for the import of French pig-derived protein feed.
I. Scope of Goods Permitted for Import
The porcine-derived protein feed referred to in this announcement includes meat meal, bone meal, meat and bone meal, blood meal, plasma protein powder, spray-dried plasma powder, hemoglobin powder and other blood products.
II. Requirements for Production Enterprises
Enterprises must obtain approval from the French Ministry of Agriculture and Food Sovereignty, produce under its effective supervision, ensure products comply with French laws and regulations, and are permitted for free sale within France. Enterprises must be recommended by the French side to the General Administration of Customs of China, pass China Customs review and registration, with a validity period of five years. Any changes must be promptly reported and confirmed by the French side. Enterprises shall implement a HACCP quality management system or establish a quality management system based on HACCP principles, and develop and effectively execute product traceability and recall systems.
III. Raw Material Requirements
Source animals must be born and raised in the EU region, slaughtered in officially approved slaughterhouses, and show no symptoms of infectious diseases during pre- and post-slaughter inspections. Source animals must not be affected by animal epidemics or movement restrictions, nor culled. If raw materials are imported, they must originate from countries approved by China. The use of ruminant-derived raw materials is prohibited, and contamination with ruminant-derived components must be prevented. Production raw materials shall come from farms free from diseases such as foot-and-mouth disease, classical swine fever, and swine vesicular disease. If raw materials come from pigs raised in France, they shall comply with the Sino-French Agreement on Regional Management Cooperation for African Swine Fever; if sourced from outside France, they must come from non-epidemic countries or regions.
IV. Production and Processing Requirements
The central temperature during production and processing shall not be lower than 90°C, maintained for at least 15 minutes, or other equivalent heat treatment methods as stipulated by the EU shall be adopted. The addition of unidentified or prohibited animal-derived raw materials is forbidden. Effective measures shall be taken during production to prevent cross-contamination.
V. Packaging, Labeling, and Storage and Transportation Requirements
Safe, clean, well-sealed, moisture-proof, and damage-resistant packaging materials must be used. Labels compliant with Chinese requirements shall be affixed to the outer packaging, indicating Not for Human Consumption or For Feed Production Only. Measures shall be taken during transportation to prevent contamination.
VI. Pre-Export Inspection and Certificate Requirements
France is responsible for implementing safety and hygiene monitoring and ensuring products comply with the Sino-French protocol requirements. Before export, the French side shall conduct random sampling tests using PCR methods to detect ruminant-derived components, with results required to be negative and a minimum detection limit of 0.1%.
VII. Import Quarantine Approval and Inspection and Quarantine
Importing enterprises must obtain an Entry Animal and Plant Quarantine License. Goods arriving at Chinese ports will undergo document verification and cargo inspection to ensure compliance with standards. Non-compliant products will be returned or destroyed.
This announcement shall come into effect from May 7, 2024. The General Administration of Customs will continue to strictly monitor the import of porcine-derived protein feed to ensure all imports comply with national regulations and hygiene standards.
